The Vulnerability Registration Service

If you have ever had to explain your situation to a utility company, and then explain it again to your bank, and again to your local council, you will recognise how draining that is, particularly when the situation itself is already hard. The Vulnerability Registration Service (VRS) is designed to help.

What is the VRS?

The VRS is a secure service that allows you to register your personal circumstances in one place and share them with the organisations you deal with, including utility companies, financial services providers, and local authorities. Organisations who work with the VRS can see that you may need extra care, flexibility, or support, and respond accordingly.

Who is it for?

You do not need to be in crisis to register. The VRS is for anyone whose personal circumstances sometimes make everyday services harder to manage. This could include:

· A health condition or disability

· A mental health challenge

· Carenting responsibilities (caring for an ageing parent)

· Financial difficulty

· Bereavement

· A significant life change

If any of those apply to you, registration means that the organisations you deal with can handle your situation more thoughtfully, without you having to explain it from scratch every time.

What will organisations actually do differently?

When an organisation can see you are registered, they may offer flexible payment options, adjust how they communicate with you, allow extra time to respond, or signpost you to appropriate support. What this looks like in practice will vary by organisation. Not every company uses the VRS, so there may still be providers who are unaware of your circumstances even after you register. But across the sectors that do work with the VRS, registration can make a meaningful difference to how you are treated.

How do I register?

You register online by completing a straightforward form. You will be asked for basic details about your circumstances. You can also specify what kind of support would help you most, so organisations understand not just that you may need help, but how best to provide it.

Can I register on behalf of my parent?

Yes. You can register someone else if you have their consent, or if you have the legal authority to act on their behalf, for example as an appointee or advocate. If you hold a Power of Attorney, the VRS will ask for a copy as part of the process.
